A spokesperson for the Chinese governement has stated that Chen may apply for leave to the United States to study abroad, these statements were encouraging to Secretary of State Hilary Clinton who was in China for official business. An American University has already reported that will make a place available for him to study and the US is giving his request for a visa "high priority".
