Colorado legislation to create civil unions for same-sex couples didn't even make it to the house floor during a special legislative session in Colorado. The bill was sent to a "kill committee" whose memebers can terminate legislation because their seats are safe this election cycle. If the bill had made it to the floor for vote it most likely would have been passed.
