LAKELAND, Fla. – Mitt Romney is heading to New Orleans Friday to survey damage caused by Hurricane Isaac with Gov. Bobby Jindal — a last-minute change of plans for the newly minted GOP nominee that will take him to the coast even before President Barack Obama has scheduled a post-hurricane visit to the area.
